On April 9, the Information Office of Shanghai Municipality held a press briefing. Shen Weizhong, deputy director of the Shanghai Municipal Bureau of Emergency Management, briefed the attendees on the progress of coordinated emergency management development in the Yangtze River Delta region, as well as the preparation for the 5th Yangtze River Delta International Emergency Disaster Reduction and Rescue Expo. The press briefing was also attended by Wu Xiaorong, deputy director of the Zhejiang Provincial Department of Emergency Management, Tang Wenming, deputy director of the Anhui Provincial Department of Emergency Management, Qian Shenglin, second-level inspector of the Jiangsu Provincial Department of Emergency Management and Ma Yi, vice chairman of the China Council for the Promotion of International Trade (CCPIT) Shanghai. The officials jointly answered questions from reporters.First, progress on the coordinated development of emergency management in the Yangtze River Delta region.The special cooperation mechanism for emergency management in the Yangtze River Delta has been in place for seven years. Thanks to the joint efforts of Zhejiang, Anhui, Jiangsu and Shanghai, the coordinated development of emergency management in the region has recently achieved “four areas of deepening.”Deepening coordination on regional emergency management policies and standards. To date, over 40 key cooperation initiatives have been implemented, and nearly 20 regional institutional standards have been issued, covering all aspects of emergency management, including workplace safety, natural disaster prevention and response, and emergency rescue. Efforts have also been made to promote mutual recognition of regional “penalty exemption” lists and cross-inspections of penalty case files, implement region-wide joint incentives for trustworthy conduct and joint penalties for dishonest conduct, and organize the junior registered safety engineer qualification exam across the three provinces and Shanghai under the “Three Unifications” (unified exam syllabus, unified exam paper and schedule, and unified passing score). These measures help break down inter-provincial administrative barriers, strengthen cross-regional coordinated supervision, and continuously improve the business environment in the Yangtze River Delta region.Deepening joint prevention and control of regional emergency management risks. In recent years, measures such as pre-adjusting and pre-discharging the floodwater regulation system for the Taihu Lake basin, optimizing cross-regional coordination procedures for forest fire prevention and suppression, and promoting the deep integration of earthquake monitoring networks and seismic disaster risk prevention across the Yangtze River Delta have significantly improved the region’s collaborative response to compound disaster chains. Positive progress has also been made in the joint prevention and control of hazardous materials road transport, with over 300,000 electronic waybills for dangerous goods collected across the region. Authorities have also strengthened coordinated efforts and “full-chain” enforcement on e-bike safety in the Yangtze River Delta, working together to tackle cross-provincial safety regulatory challenges. Joint law enforcement efforts have been stepped up during major events such as the China International Import Expo (CIIE), with over 40 joint inspections conducted at provincial and prefectural levels. A “List of Minor Violations Exempt from Penalties for Emergency Management in the Yangtze River Delta Region” has been issued, a 48-hour fast-track consultation mechanism for legal application disputes has been established, and the turnaround time for cross-regional case investigations has been cut from 15 days to 5 days. As a result, the efficiency of regional comprehensive administrative enforcement has greatly improved.Deepening coordinated emergency response to regional incidents. Guided by a holistic and integrated approach, the region has continuously improved the effectiveness of coordinated response across the entire process of major incident management, including monitoring and early warning, command and dispatch, rescue and response, and public sentiment management. Leveraging the big data platform of the Ministry of Emergency Management and the ministry-province data service bus, the region has deepened digital collaboration in emergency management. A regional data-sharing catalog for emergency management has been established and is dynamically updated, enabling the sharing of information resources such as hazardous chemical supervision, emergency rescue supplies, and comprehensive forest fire risk monitoring scenarios. Over 20 cross-regional joint emergency drills have been conducted, covering major event security, flood and typhoon prevention, and comprehensive emergency rescue, significantly enhancing the region’s capabilities in emergency command coordination and joint rescue operations. At the same time, joint emergency prevention and control efforts have been steadily improved in the Yangtze River Delta Eco-Green Integrated Development Demonstration Zone and inter-provincial border areas.Deepening collaborative support for regional emergency resources and capabilities. The region has built and leveraged the role of key facilities such as the Shanghai National Technical Support Base for Major Hazardous Chemical Accident Prevention and Control, the Jiangsu Riverside (Jiangyin) Hazardous Chemical Emergency Rescue Base, the Zhejiang Aviation Emergency Rescue Base, and the Anhui Natural Disaster Response and Rescue Base. Efforts have also been made to further strengthen the regional network of helicopter aviation emergency rescue support bases, represented by Shanghai Longhua Airport and Zhejiang Jiande Qiandao Lake General Aviation Airport, effectively enhancing cross-regional emergency rescue support capabilities. The Yangtze River Delta Agreement on Collaborative Emergency Supplies Support has been formulated and implemented, improving the efficiency of regional emergency supplies stockpiling and collaborative support. The region has also provided guidance for and leveraged the role of the Yangtze River Delta Safety Development and Emergency Management Research Alliance, promoting the development of a regional talent hub for emergency management and consolidating collective efforts to advance the coordinated development of emergency management across the region.Second, preparation for the 5th Yangtze River Delta International Emergency Disaster Reduction and Rescue Expo.May 12 this year marks China’s 18th National Disaster Prevention and Reduction Day. The concept of “Everyone advocates safety, everyone knows how to respond” has gradually taken root in people’s minds.The 5th Yangtze River Delta International Emergency Disaster Reduction and Rescue Expo will be held from May 7 to 9 this year at the National Exhibition and Convention Center Shanghai. This year’s theme is “High-Level Safety Services High-Quality Development – Emergency Response Is Right Beside You.” The expo is expected to attract over 500 domestic and international enterprises in the emergency management sector, with an estimated professional audience of more than 60,000 visitors.
