On the morning of today (November 21), a municipal government press briefing titled “Building a Major Growth Engine in South Shanghai,” the 15th session of the “Delivering Solid Results through Action, Advancing the New Blueprint: Achievements under Shanghai’s 14th Five-Year Plan” series, was held. Liu Ping, Secretary of the CPC Fengxian District Committee, introduced the district’s development achievements during the 14th Five-Year Plan period. Wang Yiqun, Deputy Secretary of the CPC Fengxian District Committee and district chief, Qu Lei, director of the Fengxian District Development and Reform Commission, Li Yi, director of the Fengxian District Commission of Economy, Zhang Zhihua, director of the Fengxian District Commission of Housing, and Zhong Zhengguang, director of the Fengxian District Modern Service Industry Office, attended the briefing and answered questions from reporters. Fengxian District lies in southern Shanghai, bordered by the Huangpu River to the north and Hangzhou Bay to the south. With 21.6 kilometers of riverfront and 41.4 kilometers of coastline, it enjoys a distinctive geographical advantage. Since the start of the 14th Five-Year Plan period, Fengxian has aligned itself with major national strategies and, under the strong leadership of the CPC Shanghai Municipal Committee and the Shanghai Municipal Government, has pursued the strategic vision of a “Beautiful and Strong Fengxian.” Guided by the “Five Beauties and Five Strengths” development blueprint, spanning ecology, urban development, rural revitalization, industry, and culture, the district has worked with focus and pragmatism to elevate its economic and social development to new heights.1.Fengxian has achieved a new leap in economic development by transforming its growth driversFirst, the district’s industrial foundation has continued to strengthen. In 2024, the output value of industrial enterprises above designated size surpassed 277.5 billion yuan, marking an average annual growth rate of 9.9%. Industrial fixed asset investment also hit record highs, rising from 11.4 billion yuan in 2020 to 17.96 billion yuan in 2024, an average annual increase of 12%. Fengxian has prioritized the development of four signature industries: beauty and health, green new energy, advanced new materials, and digital intelligent equipment. Together, these sectors now account for more than 80% of the total output value of industrial enterprises above designated size in the district, with their cluster effects becoming increasingly evident.Second, the service sector has undergone steady upgrading. In 2024, revenue from service enterprises above designated size reached 48.49 billion yuan, nearly double the figure at the end of the 13th Five-Year Plan period. The sector’s internal structure has also improved, with emerging service industries, such as software, information technology, and technology services, expanding their revenue share from 15.6% to 23.2%. Consumer spending has continued to pick up, with total retail sales of consumer goods reaching 59.36 billion yuan and posting an average annual growth rate of 11.8%, among the highest in Shanghai.Third, Fengxian’s innovation ecosystem has continued to mature. Policies such as the 16 Measures for Sci-Tech Innovation in Southern Shanghai have fostered the rapid development of innovation-driven enterprises. The district has cultivated 56 national-level “little giant” specialized and sophisticated firms, 1,860 national high-tech enterprises, and 68 municipal-level or above enterprise technology centers. Notably, the “Overseas Returnees Town,” the seventh largest in China and the only one of its kind in Shanghai, was officially inaugurated this year, injecting fresh momentum into global talent attraction and significantly enhancing regional innovation capacity.2. Fengxian has made new progress in national strategies by serving the overall interests First, the district has actively integrated itself into the development of the Lin-gang Special Area. It strengthened policy coordination and promoted the extension of 12 Pudong New Area regulations to the Fengxian section of the area. Industrial collaboration and coordinated development have advanced steadily: the industrial output of the Fengxian section within the integrated industry-city zone, rose from 25.97 billion yuan in 2020 to 83.05 billion yuan in 2024, representing an average annual growth rate of 33.7%. It has become a major engine driving the district’s economic expansion.Second, Fengxian has accelerated its participation in the integrated development of the Yangtze River Delta. The district deepened paired cooperation with Bozhou in Anhui Province and other regions, expanded “cross-provincial” government services, and facilitated the flow of key production factors. The first phase of the Oriental Beauty Valley Bozhou Industrial Park has been completed and put into operation. Fengxian has also advanced coordinated development across Hangzhou Bay Economic Development Zone, Bay Tourism Area, University Town, Zhelin Town and Haiwan Town, working with the Shanghai Chemical Industry Park to jointly build specialized parks for electronic chemicals and new materials, thereby enhancing regional industrial collaboration.Third, the district has effectively leveraged the spillover benefits of the China International Import Expo (CIIE). Through hosting dedicated CIIE investment promotion events and the Oriental Beauty Valley International Cosmetics Conference, Fengxian has achieved a cumulative procurement amount of US$2.89 billion across eight editions of the expo. These efforts have attracted a batch of high-quality domestic and international enterprises to visit, engage with, and invest in Fengxian.3. Fengxian has entered a new stage in developing the new town by capitalizing on major development opportunitiesOn the one hand, public service functions have been significantly upgraded. Leading medical institutions, including the Fengxian branches of the International Peace Maternity and Child Health Hospital and Xinhua Hospital, have opened and begun operations. New cultural landmarks such as the Yanzi Academy, the Fengxian District Youth Activity Center, and Waving Cube sci-fi museum have also been completed and put into use, further enriching the city’s cultural landscape and enhancing its overall service capacity.On the other hand, the district’s comprehensive transportation system is taking shape at an accelerated pace. Construction of the southern extension of Metro Line 15 and Phase I of the Nanfeng Line is progressing rapidly. Major road projects, including the S3 Expressway, the full Daye Highway, and the S4 Fengpu East Bridge, have been completed and opened to traffic. The newly built section of G228 has also been finished, improving the efficiency of the urban road network. Moreover, Fengxian has taken the lead in establishing an open testing zone for “intelligent full-chain mobility” autonomous driving, the first of its kind in China, positioning the district at the forefront of future-oriented transportation development.4. Fengxian has gained new ecological advantages by upholding green developmentOn the one hand, the district’s ecological space has continued to expand. Since the beginning of the 14th Five-Year Plan period, Fengxian has added 488 hectares of new green areas and constructed 2,330 mu of ecological corridors. The total number of parks has reached 223, providing 17.3 square meters of park green space per capita. The district has been recognized with honors such as China’s Most Ecologically Competitive City and China’s Most Livable City in Climate.On the other hand, the transition toward green and low-carbon development has accelerated. Fengxian has vigorously advanced non-fossil energy development and expanded the integrated application of “photovoltaics+.” The district added 305,000 kilowatts of new photovoltaic capacity, completing its 14th Five-Year Plan targets ahead of schedule. In 2024 alone, 401 new photovoltaic projects were completed and put into operation, adding a total of 169,000 kilowatts in installed capacity, a historic high that ranks second among all districts in Shanghai.5. Fengxian has delivered new achievements in rural revitalization by advancing integrated urban-rural developmentFirst, rural industries have continued to improve in both quality and efficiency. Leveraging the Shanghai Agricultural Science and Technology Innovation Valley platform, the district has introduced 50 high-tech agricultural projects and vigorously promoted modern urban green agriculture, including germplasm resources agriculture, facility-based agriculture, and smart farming. The district built its first “5G+AI” smart farm, showcasing the strong potential of technology-driven agricultural upgrading, while maintaining a green food certification rate of over 30%.Second, the rural environment has undergone comprehensive transformation. Fengxian successfully established 19 municipal-level rural revitalization demonstration villages and 47 municipal-level beautiful countryside model villages. The district was recognized as a National Key County for Leisure Agriculture and a National Advanced County in the Village Cleaning Campaign. The quality of rural homestays has also improved significantly, with seven now operating as five-star establishments.Third, farmers’ incomes have steadily risen. The district improved its dynamic income distribution mechanism and launched China’s first district-level joint rural collective economic development platform, the Hundred Villages Group, which has continued to strengthen collective economies and boost household incomes. Fengxian deepened reforms related to land use and industry modernization, completing market transactions for eight plots of rural collective operational construction land. It also cultivated 15 villages with annual disposable income exceeding 10 million yuan and 36 villages with assets surpassing 100 million yuan. In 2024, the per capita disposable income of rural residents exceeded 47,000 yuan.6. Fengxian has made significant progress in social development by prioritizing people’s well-beingFirst, education and health services have achieved balanced, high-quality growth. The district successfully established a national zone for universal and inclusive preschool education as well as a national zone for high-quality, balanced compulsory education. It also created a national health promotion zone, achieving full coverage of national-level health towns.Second, culture and sports have flourished. The Fengxian District Museum was upgraded to a national first-class institution, and high-profile events such as the FIM Motocross World Championship and the China International Women’s Rowing Elite Race were successfully hosted.Third, services for the elderly and children have been strengthened. The elderly care system has been continuously improved, with innovative models such as Youth Alley, Parent Home, and the Four-Hall Neighborhood introduced. In addition, two new smart nursing homes and seven facilities integrating nursing homes with internet hospitals have been added. The district also became one of the first national demonstration cities for infant and toddler care services.Fourth, the social security network has been expanded and reinforced. Twenty-seven community employment service stations have been established within the “15-minute employment service circle.” A total of 38,000 units of affordable rental housing and 34,000 units of talent housing have been prepared, addressing the diverse housing needs of residents across the district.Looking back on the 14th Five-Year Plan period, Fengxian’s development achievements reflect the strong leadership of the CPC Shanghai Municipal Committee and the Shanghai Municipal Government, as well as the united efforts and pragmatic work of all residents in the district. Looking ahead to the 15th Five-Year Plan period, Fengxian will continue to focus on the strategic goal of “building a major growth engine in south Shanghai,” actively seize key strategic opportunities, and concentrate efforts in the following priority areas:First, building a demonstration zone for opening-up and innovation. The district will fully integrate with the Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone, further leveraging the policy advantages and radiating influence of the special area.Second, building a self-reliant and comprehensive modern town. Driven by the development of a comprehensive transportation network, Fengxian will shape a new pattern of urban growth while continuously enhancing the functions and quality of the new town.Third, building a smart manufacturing hub in southern Shanghai. The district will actively promote new industrialization, advance the four signature industrial clusters toward a scale of hundreds of billions of yuan, and steadily increase the proportion of industrial added value in the city’s economy.Fourth, building a science and technology innovation center in southern Shanghai. Guided by the focus on innovations in five sectors such as fundamental theory, underlying technology, disruptive projects, cross-sector integration, and technology transfer and commercialization, Fengxian will promote the deep integration of scientific and technological innovation with industrial innovation, and establish a university-led innovation community in the southern part of the city.Fifth, creating a world-class business environment. The district will continue to strengthen the service brand “Gathering Talent and Benefiting Business, Creating a Win-Win Future,” optimize government services, and implement more policies that are automatically accessible, fast, and directly beneficial to enterprises and residents.The 15th Five-Year Plan period marks a critical stage for Fengxian to accelerate transformation and upgrading, while enhancing quality and efficiency. Under the strong leadership of the CPC Shanghai Municipal Committee and the Shanghai Municipal Government, the district will prioritize decisive action and pursue a leap forward to establish itself as a major growth engine in southern Shanghai, making greater contributions to Shanghai’s accelerated development into a modern, socialist and international metropolis with global influence.
