On the morning of today (November 18), a municipal government press briefing titled “Centering on Anchoring the ‘Four-Zone’ Functional Positioning and Striving to Build a Modern New Songjiang,” the 13th session of the “Delivering Solid Results through Action, Advancing the New Blueprint: Achievements under Shanghai’s 14th Five-Year Plan” series, was held. Wang Huajie, Secretary of the CPC Songjiang District Committee, introduced the district’s development achievements during the 14th Five-Year Plan period. Wang Jing, Deputy Secretary of the CPC Songjiang District Committee and district chief, Li Lei, director of the Songjiang District Commission of Economy, Huang Jianchun, director of the Songjiang District Commission of Agriculture and Rural Affairs, and Pan Hongkai, director of the Songjiang District New Town Development Administration Office, attended the press briefing and answered questions from reporters. Songjiang District, situated at Shanghai’s southwest gateway, is the birthplace of the G60 Science and Technology Innovation Corridor in the Yangtze River Delta and a key pillar of the Shanghai International Science and Technology Innovation Center. The district enjoys distinctive geographic advantages, a strong industrial base, rich cultural assets, and the convergence of multiple national strategies. Since the start of the 14th Five-Year Plan period, Songjiang has earnestly implemented the strategic directives of the CPC Shanghai Municipal Committee and the Shanghai Municipal Government, focusing on its four core functional roles: an advanced manufacturing cluster, a pilot zone for developing new-quality productive forces, a model for modern new-city construction, and a demonstration area for comprehensive rural revitalization. Through persistent effort and continuous innovation, the district’s GDP has surpassed 220 billion yuan, and the drive to build a modern new Songjiang, defined by “innovation, culture, and ecology,” has reached new heights.1. Accelerated Formation and Clustering of the “2+4” Modern Industrial SystemUpholding the principle of strengthening the district through industrial development, Songjiang is home to 1,758 industrial enterprises above the designated size, ranking first in Shanghai for many years, and places second citywide in terms of industrial output of these enterprises. The district has cultivated 99 national-level “little giant” specialized and sophisticated enterprises, 1,533 municipal-level specialized and sophisticated firms, and recognized 369 enterprise technology centers. Its total import and export value ranks second in Shanghai, with 83 approved foreign-invested R&D centers, one-tenth of the city’s total, and the number of enterprises certified as Authorized Economic Operators also placing second in the city. Guided by the priorities of developing new-quality productive forces and advancing industrial agglomeration, Songjiang is building a “2+4” modern industrial system. It is expanding and strengthening two pillar industries, each surpassing 100 billion yuan: next-generation information technology, driven by intelligent terminals, intelligent computing services, and satellite internet, and high-end equipment, represented by new energy power equipment and advanced instrumentation. At the same time, it is accelerating the growth of four distinctive industries exceeding 10 billion yuan each: advanced materials, life and health, fashion consumer goods, and cultural tourism and film. Through strengthened city-district coordination, Songjiang is fostering clusters of new-quality industries such as commercial satellites and terminal applications, instrumentation, and 6G. By delegating authority and empowering the Songjiang Economic and Technological Development Zone, a national-level development zone, to spearhead high-quality development, the district is taking the lead in reform and innovation within municipal industrial parks, establishing Shanghai’s first air freight preposition station, and advancing improvements to the business environment, investment promotion, and enterprise services. Committed to integrated and synergistic development of the advanced manufacturing and modern services sectors, Songjiang doubled the size of its service industry during the 14th Five-Year Plan period, surpassing 100 billion yuan. It is actively cultivating new models of service-oriented manufacturing and has been designated a national demonstration city for service-oriented manufacturing and a national pilot city for SME digital transformation. The number of national-level smart factories ranks among the highest in Shanghai, and three municipal-level service industry innovation and development demonstration zones have been established. With abundant advanced computing resources, supported by high-level infrastructure projects led by Tencent, INESA, and others, representing about 50% of the city’s total computing capacity, the district is accelerating “AI+” empowerment, driving leapfrog growth in productive service industries.2. Major Strategic Platforms Power the Development of New-Quality Productive ForcesThe G60 Science and Technology Innovation Corridor continued to deepen and deliver results. Aligned closely with national strategic priorities, the G60 Science and Technology Innovation Corridor has become a flagship task, key outcome, and signature brand for integrated development across the Yangtze River Delta. It has been incorporated into the national 14th Five-Year Plan and listed as a major initiative under the cooperation framework between the Ministry of Science and Technology and Shanghai Municipality in building the Shanghai International Science and Technology Innovation Center. A rotating chairmanship and executive chair system has been established among the nine G60 cities, and a series of collaborative platforms have been launched, including the G60 ESG Development Alliance, the Major S&T Innovation Platform Alliance, the Enterprise Overseas Service Alliance, and the Low-Altitude Economy Collaborative Innovation Alliance. The cumulative transaction value of the G60 Science and Technology Achievement Auction has exceeded 50 billion yuan, and major breakthroughs such as somatic cell-cloned monkeys and next-generation aero-engines have emerged. Together, these achievements continue to strengthen the Corridor’s influence, cohesion, and driving force.Songjiang University Town has been rapidly taking shape as a science and technology innovation hub. As one of Shanghai’s earliest university clusters, Songjiang University Town spans more than 8,000 mu and hosts eight universities with over 120,000 faculty and students, the largest university town in the city. A city-level mechanism has been established to guide its optimization and upgrading, integrating resources in science and technology, funding, land, and talent to build the Town into a major innovation hub. Songjiang is deepening city-district collaboration and strengthening the innovation chain, with a focus on moving discoveries “from 1 to 10.” It is refining a dual university-enterprise ranking mechanism and regularly organizing innovation training camps. The first phase will launch 19 functional platforms, over one million square meters of innovation carriers, and more than 20,000 talent apartments. Three major platforms, for joint university-enterprise R&D, concept verification, and pilot-scale maturation, will support the creation of a new highland for technology commercialization and a vibrant center for innovation and entrepreneurship among faculty and students.Innovation resources and key factors have been rapidly converging. Songjiang boasts a dynamic market-driven economy, with SMEs, private enterprises, and foreign-invested companies forming its core industrial base. Its total R&D expenditure intensity has reached 6.39%, with 89.5% of investment contributed by market entities. Leveraging the catalytic role of government guidance funds, the district has established a 3-billion-yuan industrial investment fund, attracting over 40 billion yuan in social capital and supporting 15 enterprises in successfully going public. The district has nurtured a robust talent ecosystem, including 97 leading talent, 306 high-level professionals, and 384 young innovation and entrepreneurship talent. It has also introduced 113 academician (expert) workstations and welcomed 551 academicians and senior experts.3. The Modern New Town Is Emerging as a Model for High-Quality Urban DevelopmentPopulation clustering is injecting new vitality into the new town. In 2024, the actual population of Songjiang New Town reached 846,100, the largest among Shanghai’s five new towns. Its residents account for 41% of the district’s total population, also the highest proportion among the five new towns. Songjiang New Town ranks first in population youthfulness as well as in both the number and share of highly educated talent among the five new towns. To date, more than 20,000 urgently needed professionals have been introduced, and 1,020 individuals have been selected for talent programs at the municipal level or above.Urban transportation capacity has taken a major leap forward. The Songjiang Hub, comprising nine platforms and 23 rail lines, opened concurrently with the Shanghai–Suzhou–Huzhou High-Speed Railway, enabling access to 80% of Yangtze River Delta cities within one to two hours and positioning Songjiang as a key regional gateway. The comprehensive redevelopment of the old Shanghai-Kunming Railway is progressing smoothly, while underground connection projects for Renmin Road and Guyang Road are expected to break ground within the year. The northern section of the Husong Expressway will commence construction by year-end, and the western extension of Metro Line 12 is advancing at an accelerated pace.Quality of life has risen to a new level. Fifty-one new or expanded schools have been completed, and three leading municipal experimental and demonstrative high schools have been introduced: Songjiang Yunjian High School Affiliated to SFLS, the No.2 High School of East China Normal University, and the High School Attached to Shanghai Normal University (Songjiang Branch). Construction has begun on the Songjiang Branch of Yueyang Hospital, and Yangzhi Rehabilitation Hospital has been designated Shanghai’s only top-level rehabilitation hospital. Songjiang District Central Hospital has officially become Songjiang Hospital, Shanghai Jiao Tong University School of Medicine. The average life expectancy of local residents has reached 85.55 years. Social security benefits continue to improve, with pension insurance coverage rising to 99.64%.4. Advancing Urban-Rural Integration to Drive Comprehensive Rural RevitalizationSteady progress in comprehensive rural revitalization. Songjiang has been included in the national list of Rural Revitalization Demonstration Counties and has ranked first in Shanghai’s comprehensive rural revitalization assessment for five consecutive years. It has also led the city in grain yield per mu for six consecutive years and consistently ranks among the top in pig production capacity. The district continues to strengthen agricultural science and technology, achieving notable breakthroughs in seed industry revitalization, including the independent development of “Songzaoxiang No. 1” and other local seed varieties. Significant progress has been made in building beautiful villages: Yexie Town was selected as a national pilot of the beautiful village initiative, and Songjiang’s work in promoting relatively concentrated rural housing ranks among the best in the city. Pilot efforts are underway to protect the unique village style of the “Shanghai-style Jiangnan” Tianmashan unit. Coordinated development between southern and northern Songjiang divided by the Huangpu River continues to advance, ensuring that all residents share in the fruits of high-quality development.Strengthening the “Root of Shanghai” cultural and tourism brand. Songjiang is endowed with rich historical and cultural resources, natural landscapes, leisure amenities, and the Shanghai Film Park, earning it the reputation: “A Century of Shanghai, a Millennium of Songjiang Prefecture.” The district is deepening the integrated development of culture, tourism, commerce, sports, agriculture, and exhibitions; accelerating the flagship Shanghai Happy Valley project; supporting Chenshan Botanical Garden in applying for national 5A scenic-spot status and co-building the national botanical gardens; and enhancing the Cangcheng Historic and Cultural Block. Landmarks such as Fangta Park and Zuibaichi Park have been upgraded into signature Jiangnan-style gardens; Yunjian Theater has become a new cultural icon; Yunjian Granary has emerged as a beloved community destination; the headwaters of the Huangpu River now offer the best vantage point to appreciate the river’s origins; the Chenshan Grassland Radio Music Festival has evolved into a well-recognized urban cultural brand; and the annual Songjiang Qingdao Beer Festival continues to attract a growing number of visitors. Songjiang’s cultural and tourism appeal is rising steadily, warmly welcoming everyone to “visit Shanghai’s Songjiang and discover the roots of Shanghai.”Demonstrating the district’s ecological and green identity. Green is Songjiang’s defining color, with forest coverage reaching 19.28%, ranking second in the city. The Shanghai Tianma Solid Waste Disposal Project has been completed and is now in operation. The coverage rate of rural domestic sewage treatment has reached 100%. Wulong Lake has been designated a national water conservancy scenic area.Looking ahead to the 15th Five-Year Plan period, Songjiang District will fully implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee. Under the strong leadership of the CPC Shanghai Municipal Committee and the Shanghai Municipal Government, the district will remain focused on its strategic positioning as the “four zones,” unite efforts to forge ahead on a new journey, concentrate resources on driving innovation, and resolutely win the battle for transformation and development. Songjiang will strive to build a high-quality, modern new town and make new and greater contributions to Shanghai’s efforts to accelerate its development into a socialist, modern, international metropolis with global influence.
