On the morning of today (November 13), a municipal government press briefing titled “Striving to Build a New Highland for Modern Transformation, and Continuing Developing the Vast Flower, Fruit, and Vegetable Belts as Shanghai’s Green Backyard,” the 12th session of the “Delivering Solid Results through Action, Advancing the New Blueprint: Achievements under Shanghai’s 14th Five-Year Plan” series, was held. Liu Jian, Secretary of the CPC Jinshan District Committee, introduced the district’s development achievements during the 14th Five-Year Plan period. Qiu Yunli, member of the Standing Committee of the CPC Jinshan District Committee and executive deputy district chief; Chen Ganxin, director of the Jinshan District Development and Reform Commission; Chu Hui, director of the Jinshan District Bureau of Ecology and Environment; and Wang Minmin, director of the Jinshan District Administration of Culture and Tourism, attended the press briefing and answered questions from reporters.Jinshan District, situated on Hangzhou Bay, serves as Shanghai’s southwestern gateway. It is a key hub for advanced manufacturing and a pioneer in rural revitalization. Since the start of the 14th Five-Year Plan period, Jinshan has fully implemented the CPC Shanghai Municipal Committee and Shanghai Municipal Government’s “North-South Transformation” strategy. Under the theme of “Transformation for New Development and Shaping a New Image,” the district has worked to shed outdated labels such as “chemical industry equals pollution,” “agriculture equals backwardness,” and “remote suburbs equal periphery.” The district is on track to build a new highland for modern transformation, while continuing to develop the vast flower, fruit, and vegetable belts as Shanghai’s green backyard. By placing industrial transformation at the core while coordinating spatial and governance reforms, Jinshan has forged a new development path and achieved significant progress in its transformation and renewal.1.Five Years of Transformation and Renewal: Industrial Development Gains New MomentumJinshan District has weathered pressures from changes in the external economic environment, focusing on mitigating the cyclical impact on the chemical industry, accelerating the shift from old to new growth drivers, and promoting continuous improvements in development quality and efficiency while maintaining stable economic growth. These efforts have steadily strengthened the district’s development potential. In 2024, Jinshan’s GDP exceeded 120 billion yuan, with per capita GDP reaching US$21,500.Optimizing and Adjusting the Industrial Structure: As a major manufacturing hub, the total industrial output of enterprises above designated size surpassed 300 billion yuan. Fiber materials, drones, and optoelectronic transmission new materials were recognized as national-level characteristic industrial clusters for small and medium-sized enterprises, while chemical new materials were selected as one of the first “city-district collaborative” 100 billion yuan-level industrial clusters in Shanghai. The tertiary sector grew rapidly, shifting the industrial structure from 0.8:67.4:31.8 at the end of the 13th Five-Year Plan period to 0.6:58.5:40.9 today. In particular, the service industry above designated size has expanded sharply since last year, with an estimated average annual growth rate of 62%.Major Projects Driving Growth: Adhering to the strategy of attracting large-scale and leading enterprises, Jinshan implemented 20 projects with total investments exceeding 1 billion yuan each, including four projects over 10 billion yuan. Key milestones include the launch of Sinopec Shanghai Petrochemical’s comprehensive technological upgrade, the start of construction on the Lexus new energy project, the completion of the Alibaba Cloud East China Intelligent Computing Center, and the successful opening of Legoland Shanghai Resort. These initiatives are rapidly generating new development momentum and laying a solid foundation for growth under the 15th Five-Year Plan.Technological Innovation Thrives: The number of high-tech enterprises increased by 39.5%, specialized and sophisticated enterprises rose 375.3%, invention patents per 10,000 people doubled, international patent applications under the PCT system grew nearly elevenfold, and the value of technology contract transactions increased 7.7 times. The Shanghai Innovation Bay is taking shape, with nearly 1,000 related enterprises already established.Inefficient Production Phased Out at an Accelerated Pace: A total of 4,367 mu of underutilized land has been redeveloped, attracting around 4 billion yuan in investment, while energy consumption per unit of GDP has declined by an average of 2.65% annually. The latest comprehensive performance evaluation of industrial enterprises shows that tax revenue per mu and output value per mu have risen by 53% and 33%, respectively, compared with the first round in 2019.2.Five Years of Transformation and Renewal: Rural Revitalization Shows Pioneering SpiritAnchored by the CPC Shanghai Municipal Committee’s goal of making Jinshan a pioneer in implementing the rural revitalization strategy, the district has drawn on the experience of the national campaign on establishing 1,000 model villages and renovating 10,000 villages, leveraging its unique position as part of a megacity, and striving to create a new model of integrated urban-rural development with the hallmarks of a modern international metropolis.Distinctive Industrial Features Take Shape: Several agricultural technology initiatives have been launched, including the Syngenta Global Crop Protection China Innovation Center, the International Source Center for Water-Saving and Drought-Resistant Rice, and the ZKW Molecular Breeding Center. Shanghai Blooming Garden and Caojing Shuike Scenic Area were newly designated as national AAAA-level tourist attractions. The district has earned honors such as National Agricultural Science and Technology Modernization Pioneer County and National Key County for Leisure Agriculture. Agricultural labor productivity has increased by 21%, surpassing the city average and ranking among the top in Shanghai in the national rural revitalization development index assessment.Rural Landscapes Become Increasingly Vibrant: Langxia Town passed the mid-term evaluation of the national comprehensive rural reform pilot program, while Luxiang Town’s beautiful village pilot program, focused on ensuring sound planning and construction, a favorable environment, effective management, vibrant local culture, and a community that is both livable and business-friendly, has made solid progress. The pilot program for preserving and inheriting the characteristic “Shanghai-style Jiangnan” village features was first launched in Jinshan. Twelve new municipal-level rural revitalization demonstration villages and 23 new municipal-level beautiful village demonstration villages were added, both ranking first in the city for creation rate, making Jinshan the first district in Shanghai to be selected for the first batch of national rural revitalization demonstration counties.Farmers’ Incomes Continue to Rise: Jinshan was chosen as one of the first national high-quality farmer training pilot programs. Per capita disposable income for rural residents has grown by an average of 7.4% annually, exceeding the district’s overall economic growth rate and the income growth of urban residents.3.Five Years of Transformation and Renewal: High-Quality and Inclusive Livelihood SecurityJinshan District has earnestly implemented the philosophy for the people’s city, focusing on the needs of residents for a better life, and striving to elevate the development of people’s livelihood and social services from mere “availability” to high “quality” and “excellence.”Education Development Strengthened: Zhongqiao Vocational and Technical University obtained the qualification to grant bachelor’s degrees, while Shanghai Film Art Academy has been largely completed. Shanghai Modern Chemical Industry Vocational College, Shanghai Health & Nursing Vocational School, and Shanghai Technical Institute of Electronics & Information were successively established, forming a foundational “1+4” higher vocational college system. No. 2 High School of East China Normal University Jinshan Experimental School was officially opened, as part of efforts by the district to create a national high-quality and balanced development zone for compulsory education and a model zone for universal and inclusive preschool education.Comprehensive Health Infrastructure Built: Ruijin Hospital Jinshan Branch and the Emergency Medical Center of the Shanghai Municipal Public Health Center were established in the district, while the new inpatient building and disease control center at Jinshan Hospital were put into operation. Jinshan has been recognized as a national model city for healthy city construction for four consecutive years.Improved Livability and Comfort: Renovation of 50,200 square meters of old housing and repairs to 2.6 million square meters of existing housing have been completed. Additionally, 11,000 new affordable rental units and 11,000 talent apartments of various types have been allocated.Enhanced Regional Transportation Network: Construction began on the Jinshan section of the Nanfeng Line suburban railway, while the Jinshan sections of the Shanghai-Hangzhou High-Speed Railway and Shanghai-Zhapu-Hangzhou Railway are about to start. Phase II of G228 and G320 highways have been completed and opened to traffic. The district was also the first in Shanghai to be recognized as a national demonstration county for model rural roads.4.Five Years of Transformation and Renewal: Urban Governance Achieves Refined EfficiencyJinshan District has pursued meticulous planning and dedicated effort, focusing on building a resilient and safe city while continuously enhancing its urban governance capabilities.Significant Ecological Improvements: The third round of comprehensive environmental remediation in Jinshan has been fully completed, advancing a green transformation across economic and social development. The district ranks among the city’s top in the number of green manufacturing demonstration units and is the only district to hold both a National Ecological Civilization Construction Demonstration Zone and a “Green Waters and Lush Mountains Are Invaluable Assets” Practice Innovation Base. Public satisfaction with the ecological environment remains among the highest in Shanghai.Enhanced Production Safety: Construction began on the Shanghai Oil and Gas Pipeline Emergency Rescue Center and the National Hazardous Chemicals Emergency Rescue Shanghai Base, alongside a thorough campaign to address production safety issues at their root.Improved Grassroots Governance and Public Services: Jinshan has been recognized as a qualified pilot city for the modernization of urban social governance nationwide and as a demonstration city for the national social security and prevention system. Public safety and satisfaction have ranked among the city’s top for 15 consecutive years. The district received the highest national award for safe city construction, the “Chang’an Cup,” and retained its title as a National Civilized District. Jinshan was also recognized as a national model city for supporting the military and providing preferential services to families of servicemen.The Fourth Plenary Session of the 20th CPC Central Committee emphasized that achieving socialist modernization is a gradual, step-by-step historical process. In reviewing the 14th Five-Year Plan and preparing the 15th, transformation and development have emerged as the only path to modernization for Jinshan District. This journey began with comprehensive environmental remediation in the Jinshan area and the overall transformation of the Carbon Valley Green Bay Industrial Park, and was further advanced by the “North-South Transformation” strategic initiative outlined in the city’s 14th Five-Year Plan in 2021. Jinshan’s transformation has progressed from “passive” to “active,” from “partial” to “comprehensive,” and from “tactical” to “strategic.” Solid steps have already been taken to transform the development model, optimize the economic structure, and shift growth drivers. The implementation and operation of key projects have built strong momentum for the district’s future development, marking a critical stage in improving development quality, increasing efficiency, and enhancing capabilities. Jinshan must continue its efforts to consolidate these gains and advance the transformation and upgrading agenda. Looking ahead to the 15th Five-Year Plan period, Jinshan District will thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, anchoring its strategic positioning of “two areas and one bridgehead”: an important area for building the Shanghai manufacturing brand, a pioneering area for implementing the rural revitalization strategy, and a bridgehead for high-quality integrated development of the Yangtze River Delta. The district will further deepen the “North-South Transformation” strategy, focusing on “upgrading and transforming to improve quality and efficiency, consolidating momentum, and cultivating new capabilities,” with the goal of achieving high-quality, connotative development. Efforts will concentrate on accelerating the construction of an innovative and intelligent vibrant bay area, a green and resilient beautiful bay area, and a civilized and livable happy bay area. Key priorities include enhancing industrial competitiveness, technological innovation, factor support, and urban soft power; optimizing and strengthening the roles of emerging industry hubs, science and technology innovation, regional gateway functions, and integrated urban-rural development; and striving to establish Jinshan as a new growth pole for Shanghai’s real economy, a backyard for a modern international metropolis, and a bridgehead for high-quality integrated development of the Yangtze River Delta.
