On the morning of today (October 23), the Information Office of Shanghai Municipality held the 10th press briefing in Shanghai’s “14th Five-Year Plan Achievements” series under the banner “Delivering Solid Results through Action, Advancing the New Blueprint.” With a focus on the theme of “Taking the Lead in Transformation, Spearheading Scientific and Technological Innovation, and Building a Transformation Model of Modernization in the New Era,” Li Chenhao, Secretary of the CPC Baoshan District Committee presented the district’s achievements during the 14th Five-Year Plan period. Deng Xiaodong, deputy Party Secretary and district chief, Gao Hongjun, director of the Baoshan District Development and Reform Commission, Shi Song, director of the Baoshan District Bureau of Planning and Natural Resources, Liu Xinyu, director of the Baoshan District Commission of Science and Technology, and Jiang Ruiqin, director of the Baoshan District Riverside Development and Construction Administration, attended the press briefing and answered questions from reporters.Since the 14th Five-Year Plan period, Baoshan District has earnestly implemented the decisions of the Central Committee of the Communist Party of China and the CPC Shanghai Municipal Committee and Shanghai Municipal Government. Guided by the strategic vision of becoming “Shanghai’s main hub for science and technology innovation, the core urban area of an international metropolis, and a model district for green and low-carbon development,” the district has advanced industrial transformation through six key industries, promoted spatial transformation via a “three-pronged approach,” and deepened governance reform across four urban areas. These initiatives have delivered notable progress in economic and social development, bringing the 14th Five-Year Plan goals close to completion.Over the past five years, Baoshan District has maintained steady growth and continuously strengthened its economic foundation. With high-quality development as its priority, the district has focused on concerted efforts to drive a new leap in economic performance. Last year, the district’s GDP surpassed 210 billion yuan; the average annual growth of district-level general public budget revenue outpaced GDP growth; total industrial output reached 260 billion yuan; cumulative fixed-asset investment over the first four years exceeded 240 billion yuan, with industrial investment rising to 20%; retail sales surpassed 360 billion yuan, averaging 5.7% annual growth; commercial sales in the first four years exceeded 4 trillion yuan; the service industry above designated size recorded an average annual revenue growth of 6.1%, with the added value in the service industry accounting for over 70% of total output. These results reflect sustained improvement in both the quality and efficiency of economic development.Over the past five years, Baoshan District has seized opportunities to continuously strengthen its innovative vitality. Guided by the mandates by the central authorities, the deployments by the CPC Shanghai Municipal Committee, and the implementation by Baoshan, the district has strategically and efficiently advanced the development of Shanghai Science and Technology Innovation Center, actively contributing to the city’s broader innovation landscape. During the 14th Five-Year Plan period, R&D investment intensity rose to 4.69%, and the number of high-tech enterprises grew at an average annual rate of 20.3%. The district has streamlined the transfer of research results, completed the city’s first proof-of-concept service warrant registration, certified 11 proof-of-concept centers, and established 36 municipal-level or higher innovation and entrepreneurship incubation platforms. Baoshan has co-developed university-based science and technology parks with Fudan University, Tongji University, Peking University, and Shanghai University, forming a clustered development model with the Shanghai University Science and Technology Innovation Core in the west and the Fudan National University Science and Technology Park in the east. These parks have successfully transferred nearly 300 scientific and technological achievements and supported the creation of nearly 1,000 enterprises. The district continues to optimize its innovation and entrepreneurship ecosystem, deepening national-level pilot reforms such as the “Investment-to-Equity Conversion Model” and innovation consortiums, while exploring new models including the “Leasing-to-Equity Conversion Model” and “Services-to-Equity Conversion Model.” An integrated “consulting, fundraising, investment, and service” system is being built, alongside accelerated reform of the “one-stop” talent service. Baoshan has also created the city’s first joint rapid-handling mechanism for “key small matters” for talent, ensuring that more skilled professionals can live, stay, and thrive in the district.Over the past five years, Baoshan District has accelerated transformation and driven high-quality, innovative industrial development. The district has actively cultivated new quality productive forces, integrated them into the city’s industrial framework, enhanced industrial attraction and incubation, accelerated industrial clustering, and optimized the industrial ecosystem, all to build a modern industrial system centered on the “Six Key Industries.” Leading industries continue to thrive. Leveraging coordinated urban–rural development, Baoshan is developing 100-billion-yuan industrial clusters in high-end new materials, robotics, and advanced equipment. The Wusong Materials Laboratory has been integrated into Shanghai’s “3+4” national laboratory system and put into full operation. Shanghai University is being supported in establishing the National Key Laboratory for Key Nuclear Power Materials, while the district has co-founded the Shanghai Baoshan-SDU General Intelligent Robotics Research Institute with Unitree Technology. The Industrial Park of Robotics Shanghai now hosts nearly 300 upstream and downstream enterprises. Baoshan has also built a key cluster of municipal-level productive internet service platforms and launched a platform economy demonstration zone in the steel sector, where platform transactions account for two-thirds of the national total. Distinctive industries continue to expand: in the first half of 2025, cruise berthing and passenger arrivals accounted for 51% and 70% of the national total, respectively, while China’s first domestically built large cruise ship, Adora Magic City, officially entered operation. The green and low-carbon industry has surpassed 100 billion yuan in scale, supported by the establishment of a core functional area and public service platform for green and low-carbon supply chains. China’s first industrial software for carbon footprint quantification has been launched and gained international recognition, and the National Engineering Research Center for Key Common Technologies in the Cell Industry has been established. Baoshan is also taking the lead in future industries, accelerating development in frontier fields such as embodied intelligence, solid-state batteries, and quantum technology. The district is also creating a world-class business environment that encourages investment and innovation. It has pioneered an integrated district-level investment promotion service center, introduced the “30 Measures for Science and Technology Innovation,” and rolled out reform initiatives such as “pilling works starting before full approval,” “construction upon land acquisition,” “unit-based acceptance,” and “five certificates issued simultaneously,” significantly enhancing enterprise satisfaction and confidence.Over the past five years, Baoshan District has meticulously planned and advanced its urban renewal initiatives. Aligning with the city’s new development landscape, the district has promoted the coordinated development of Wusong, Nanda, and Riverside, setting a benchmark for the revitalization of old industrial areas. Construction of Wusong Innovation City has accelerated, with the 110-square-kilometer “Greater Wusong” plan released and implemented, charting a new blueprint for “the confluence of three rivers and the gateway to Shanghai.” Work has begun on the Baoshan High-Speed Railway Station-City Integration Project, the Wusong Art Practice and Education Center is progressing rapidly, and the Baosteel Special Steel Plant renewal project has been completed and put into operation. Nanda Smart City is moving forward with its comprehensive development, as landmark projects such as the Twin Towers, the Science and Technology Innovation Gateway, and the Digital Intelligence Center rise from the ground. The Central Park has been initially completed, while supporting facilities including the International Talent Community and the Baoshan Campus of High School Attached to Shanghai Normal University have been delivered and put into use. Along the riverside, the cruise tourism belt has taken shape with enhanced functionality. The city’s first cruise-themed cultural and tourism complex, Sea World, has been completed and opened to the public. Six kilometers of the Yangtze River coastline are now accessible, featuring leisure walking and cycling trails, the Long Beach Concert Hall, observation tower, Wusongkou Sunrise Square, and Paotaiwan Light Chasing Avenue — all of which have become popular attractions. Large cruise ships, motorboats, drones, music festivals, and fireworks displays have together created a vibrant coastal scene, capturing Baoshan’s distinctive coastal vitality and charm.Over the past five years, Baoshan District has worked hand in hand with its residents to continuously enhance people’s well-being. Guided by the core principle of building a People’s City, the district has accelerated the development of the “four zones” — beautiful, convenient, humane, and safe. Baoshan has been recognized as a “National Civilized District” in the nation’s seventh batch, reflecting a significant rise in residents’ sense of fulfillment and satisfaction. Beauty is becoming more visible. Baoshan has comprehensively advanced the development of beautiful neighborhoods, homes, and villages; strengthened refined management of roads, greenery, and sanitation; and steadily improved key environmental indicators. Convenience is becoming more accessible. The district has accelerated its digital transformation, deepened the development of the unified governance service and administration networks, and improved the “15-minute community life circle.” It has advanced key livelihood projects such as the urban renewal, old housing redevelopment, and urban village transformation, and the upgrading of elderly-friendly facilities, added affordable housing and new beds to the “Home for Urban Builders and Managers of the New Era,” and built high-quality schools and hospitals close to where people live. Humanity is becoming more tangible. Baoshan continues to promote its rich cultural heritage, from revolutionary and industrial culture to cruise and ancient town culture. Events such as the Shanghai International Cruise Festival have drawn large numbers of visitors to local landmarks, transforming tourist popularity into sustained development momentum. Safety is becoming more reliable. The district has been designated a demonstration zone for the “Peaceful China” initiative, successfully qualified for the national pilot program of modern urban social governance, and established the Community Governance Institute to explore new models for grassroots governance.Looking ahead to the 15th Five-Year Plan period, Baoshan District will deepen the implementation of its strategy of serving as a hub for scientific and technological innovation, a core urban area of an international metropolis, and a model zone for green and low-carbon transition. It will courageously take on the mission of transformation and strive to be a pioneer of scientific and technological innovation, a model of modern transformation in the new era.In terms of development goals, Baoshan will focus on the key themes of vitality and innovation, following the guiding vision of “Vibrant Baoshan, City of Science and Technology Innovation.” The district will accelerate the establishment of a “one core, two wings” development pattern to fully unleash the vitality of innovation, industry, space, and talent. Under this spatial layout, the “one core” refers to the Greater Wusong area, which serves as the focal point of Baoshan’s development and aligns with the city’s “One Ring, Four Directions” plan. Greater Wusong will play a central, radiating role in driving growth across surrounding regions. The eastern wing — the Riverside Industrial Belt — will encompass the globally oriented Wusongkou International Cruise Port and Tourism Resort, the No.9 and N0.10 areas of Shanghai Port that connect river and sea routes, Luojing Port, and the Baoshan High-Speed Railway Station, which links major east-west and north-south transport arteries. Leveraging its unique position at the confluence of three rivers, Baoshan will advance development from a strategic perspective that supports Yangtze River Delta integration and the Yangtze River Economic Belt. By harnessing flows of people, logistics, and resources, the district will strengthen port-station connectivity, accelerate the growth of port shipping and the marine economy, and cultivate a more open and dynamic waterfront gateway — a Shanghai portal to both the river and the sea, connected to the world. The western wing, or Science and Technology Innovation Cluster, will include Nanda Smart City, Shanghai University and its Science and Technology Park, and several municipal-level industrial parks in areas such as digital technology, advanced energy materials, robotics, and biomedicine. By leveraging the complementary strengths of these innovation platforms, Baoshan will connect “dots, lines, and surfaces” to foster an integrated innovation landscape. The district will further enhance the synergy, scalability, and radiating effects of its innovation ecosystem, building a regionally connected innovation hub that integrates resources both internally and externally.By 2030, Baoshan will accelerate its transformation into a key urban hub of Shanghai’s international metropolis, driven by innovation, full of vitality, open and inclusive, and pleasant to live in. It aims to become an important node in the integrated development of the Yangtze River Delta, a strategic growth area for the city as a whole, a new engine powering Shanghai’s core functions, and a model of modern urban transformation in the new era.
