On
the morning of yesterday (July 25), the Information Office of Shanghai
Municipality held the third press briefing under the theme of “High-Quality
Development in Shanghai,” which was the Songjiang District special session
focused on “Strengthening the Empowerment Functions and Co-cultivating the
Ecosystem for Scientific and Technological Innovation.” Cheng Xiangmin,
Secretary of the CPC Songjiang District Committee, introduced the measures of
Songjiang District to promote high-quality development. Zhou Cheng, deputy
chief of Songjiang District, Liu Fusheng, deputy chief of Songjiang District,
and Chen Rong, deputy chief of Songjiang District, attended the press briefing
and answered questions from reporters.

Songjiang, known as “the
root of Shanghai,” “the top of Shanghai,” “the head of the Huangpu River,” “the
city of gardens,” and “the residence of universities,” serves as the gateway to
the southwest of Shanghai. In 2016, Songjiang embarked on the G60 Science and
Technology Innovation Corridor project. Over the past seven years, this initiative
has evolved into a Yangtze River Delta G60 Science and Technology Innovation
Corridor, connecting one city, three provinces, and nine cities. It has
transformed from a grassroots experiment, dedicated to the new development
concept, into a significant national strategic platform, serving as the
intersection of two national strategies: Shanghai’s ambition to build itself
into a science and technology innovation center and the integrated high-quality
development of the Yangtze River Delta.

Songjiang adheres to the “Four Focuses”
concept, reinforcing the “Four Functions” and contributing to the construction
of the “Five Centers.” Aligned with the CPC Shanghai Municipal Committee’s positioning
on “One Highland and Three Ecosystems,” Songjiang is committed to consolidating
mechanisms, amplifying effects, building its brand, and accelerating the
development of the “Pioneering Corridor in Three Aspects.” It strives to become
a trailblazer in technological and industrial innovation. Since the beginning
of this year, Songjiang has actively participated in the first InnoEX,
successfully organized a conference promoting the construction of science and
technology innovation ecosystem, and together with nine cities, issued the G60
Declaration on Science and Technology Innovation Ecosystem. These initiatives
have significantly enhanced Songjiang’s international influence,
competitiveness, and attractiveness as a hub for innovation and technology.

Driven by the
national strategy of the G60 Science and Technology Innovation Corridor in the
Yangtze River Delta, Songjiang has experienced exponential high-quality
development during the 13th Five-Year Plan period. The local fiscal revenue has
seen a remarkable annual increase of 12.4% on average. The absolute value of
GDP has grown at an annual average of 10.5%. The manufacturing industry led in
tax contribution, while the proportion of strategic emerging industries against
all enterprises above designated size rose from 18.5% in 2015 to 60%. In
the first half of the current year, with 1,633 industrial enterprises above
designated size, Songjiang has secured the top position in the city for two
consecutive years in terms of the number of such enterprises, while the total industrial
output of these enterprises stood as the second largest in the city. The
district’s commitment to industrial fixed investment has borne fruit, reaching
8.47 billion yuan and experiencing an increase of 52.6%, ranking second in the
city. Notably, the district’s local fiscal revenue has reached 13.49 billion
yuan, registering a year-on-year increase of 7.4%. Moreover, Songjiang has
demonstrated a thriving entrepreneurial ecosystem, with the number of newly
established market entities skyrocketing by 113.15% year on year to 243,000.
The district’s trade performance has also been noteworthy, with the total
import and export value maintaining its strong standing as the second highest
in the city. The export of high-tech products has particularly contributed to
its trade success, accounting for nearly 70% of the total export value.

Focused on the entire
innovation process, from conception to realization (from 0 to 10), concerted
efforts are being made to establish a robust source of technological
innovation. This endeavor involves a seamless integration of technical logic,
market logic, and governance logic, fostering a dual-force approach driven by both
technological and institutional innovation. The emphasis on scientific and
technological advancement harnesses the institutional advantages of the new
national scientific research system, with the ultimate goal of creating a
thriving scientific and technological innovation community. Noteworthy
achievements exemplify this commitment to innovation. The G60 Brain
Intelligence Science and Technology Innovation Base’s experimental animal center
has commenced trial operations, while the Shanghai Low-Carbon Technology
Innovation Functional Platform has successfully attained the status of a
national laboratory. Milestones in original innovations, such as somatic cell
cloning of monkeys, large silicon wafers, photoresists, and new aero-engines,
have been reached. The G60 Brain Intelligence Science and Technology Innovation
Base has particularly emerged as a global leader in brain science, recently releasing
the world’s first set of spatial distribution maps of single cells in the
macaque cerebral cortex. Substantial investment in research and development is
projected this year, with the R&D intensity expected to exceed 7%. Notably,
88% of this investment is coming from market players. The number of
municipal-level specialized and sophisticated SMEs in the district has reached
1,056, securing the second position in the city. Additionally, the district has
seen the establishment of 53 municipal-level high-tech achievement
transformation projects, also ranking second within the city. The district’s
dedication to system innovation is apparent with the establishment of a
pioneering unified online services mechanism within the Yangtze River Delta G60
Science and Technology Innovation Corridor. This approach has resulted in 89
comprehensive service windows covering all nine cities. The scope of
cross-regional matters that can be efficiently handled has surpassed a count of
178 and the cooperation has led to the successful resolution of over 1 million
cross-regional cases to date. Policy support has been instrumental in
propelling the development of advanced manufacturing industries, exemplified by
the issuance of 28 measures by the central bank to support the growth of G60
industries. The operation of the national-level Yangtze River Delta G60 Science
and Technology Innovation Corridor Science and Technology Achievement
Transformation Fund has further bolstered innovation initiatives. In pursuit of
robust intellectual property protection, the G60 Intellectual Property
Administrative Protection Collaboration Center has been operational,
accompanied by the launch of the G60 Employee Science and Technology Innovation
Achievement Release and Trading Center. Five consecutive G60 scientific and
technological achievements auctions have been held, achieving a substantial
total turnover of nearly 18 billion yuan and an average annual growth rate of
155%. The district’s commitment to nurturing talent is evident through
partnerships with prominent universities, including Fudan University, Shanghai Jiao
Tong University, Tongji University, East China Normal University, and Songjiang
University Town. These collaborations aim to deepen the integrated development
of educational, science and technology talents and have resulted in the city’s
only additional academician workstation to be located in Songjiang, bringing
the total number of expert/academician workstations in the district to 81 as
one of the city’s leaders.

Driven
by the national strategy for the Yangtze River Delta G60 Science and Technology
Innovation Corridor, significant advancements have been achieved across various
key indicators. The R&D investment intensity in the nine G60 cities has
risen from 3% to 3.55%, surpassing the national average. The impact of innovation
is evident in the surge of international patent applications under Patent
Cooperation Treaty (PCT), which have multiplied by 1.6 times, representing one-ninth
of the country’s total and 2.85% of the world’s total. The G60 Science and
Technology Innovation Corridor has become a driving force for economic growth,
contributing 1/15 of the country’s GDP, one-eighth of high-tech enterprises,
one-eighth of the national total import and export value and over one-fifth of
the companies listed on the Science and Technology Innovation Board.

To further
enhance the industrial ecosystem, the focus remains on building a modern and
world-class industrial cluster. Industrial cooperation and division of labor
have been strengthened, resulting in the effective and targeted connections
among 16 G60 industrial alliances and 11 industrial cooperation demonstration
parks in a regular manner. These efforts have substantially boosted the jumbo
jet industry chain, with the number of qualified and potential suppliers for
COMAC increasing by over 40% in the nine cities. Enabling productive service
industries such as information technology innovation, finance, design, R&D,
and industrial Internet have played a crucial role in transforming and
upgrading traditional industries. B2B service platforms, including the G60
commercial encryption industrial park and ICkey, have been accelerated to
support industrial development. The district has focused on “6+X” strategic new
industries, with special emphasis on integrated circuits, artificial
intelligence, and biomedicine. In the realm of integrated circuits, the
district has successfully established a comprehensive industrial chain
encompassing design, manufacturing, packaging, and testing, drawing together
121 key enterprises. The field of artificial intelligence has seen remarkable
growth, with approximately 842 AI enterprises operating within the district.
Renowned entities such as CSG and KUKA AG are among the impressive roster of
companies contributing to the advancements in AI technology. In the field of
biomedicine, the district has witnessed substantial progress, with a gathering
of 2,952 related enterprises. Key players in the biomedicine sector, including
Henlius, Tonglian Group, Haohai Biological Technology, and NKY Medical, have
been introduced and cultivated. Furthermore, the district’s vision extends to
the development of new fields and tracks, as seen in the ambitious “G60
Starlink” project, involving a low-orbit broadband multimedia satellite
network. The successful launch of experimental satellites and plans for a
network of more than 12,000 satellites exemplify the district’s dedication to
pioneering technological breakthroughs. To bolster the development of AI, the
Tencent G60 Intelligent Computing Center and the Shanghai Municipal Computing
Power Center project have landed in Songjiang, fostering integration of
computing power, algorithms, and data, and providing crucial support for
domestic AI foundational models.

The primary focus lies in establishing an open
innovation system with global competitiveness, fostering a collaborative and
world-class innovation ecosystem. The pursuit of high-quality development is
complemented by a strong emphasis on high-quality Party building, leading to
the exploration of Party organizations in 18 industrial clusters, setting a
remarkable example of Party building excellence in the Yangtze River Delta
urban agglomeration. Currently, Songjiang is dedicated to constructing a
science and technology innovation ecosystem, underpinned by the principles of
the new development concepts. This effort is geared towards creating a
market-oriented, legalized, and internationally-oriented science and technology
innovation ecosystem. Moreover, the district is committed to building an open, shared,
co-constructed, and symbiotic science and innovation ecosystem. Efforts are
made to establish a dynamic science and technology innovation ecosystem that
fosters a continuous momentum of technological advancements. Simultaneously,
efforts are focused on cultivating an innovation environment that offers a
superior business landscape, promoting further growth and progress. By
providing “hard support” with the “soft power” within the ecosystem to drive
innovation, Songjiang aims to propel high-quality development in a sustainable way.

The paramount
objective of high-quality development centers around enhancing the well-being
of people. With a firm foothold in the aspirations of its residents, the
district is diligently implementing the “Five New Cities” initiative outlined
by the CPC Shanghai Municipal Committee and the Shanghai Municipal Government.
The goal is to expedite the transformation of Songjiang into a modernized and
forward-looking district characterized by “science, innovation, humanities, and
ecology.” Throughout the current year, significant strides have been made in
investment projects, with 462 new projects and an impressive total investment
exceeding 110 billion yuan. A key aspect of this development is strengthening
the role of the Songjiang as a gateway. The construction of nine stations and
23 lines for high-speed passenger transport and multimodal modern logistics hub
is underway, with the passenger transport hub set to be operational by the end
of 2024. Efforts are made to accelerate major construction projects such as the
west extension of Metro Line 12 and the Husong Expressway. Furthermore, the
district is steadfast in deepening the construction of the “four-network
integration” comprehensive transportation system. In addition to
infrastructural advancements, Songjiang is resolutely focused on nurturing
cultural self-confidence, showcasing its cultural significance as the “root of
Shanghai” and a bastion of humanistic values. Songjiang has undertaken the initiatives
like the Shanghai Sci-tech Film Capital and Science Fiction Film Week during
the Shanghai International Film Festival. During the first half of this year,
the Songjiang Cultural Activities Center curated an array of 95 high-quality
events, exemplified by exhibitions like The Light of G60 and The Revival of the
Prosperous Age - Songjiang Special Exhibition of Chinese Paintings of Past
Dynasties. The district is on track to create a distinguished cultural tourism
intellectual property (IP) known as “Songjiang Moonlight Night, Night Tour to
Guangfulin.” Moreover, high-quality employment remains a priority, and
Songjiang has created 11,570 new jobs in the first half of the year. The
district is dedicated to enhancing the living environment, with significant
progress in revitalizing old, small, dilapidated and suburban housing. Since
the start of the 13th Five-Year Plan period, 5.88 million square meters of old
housing have been renovated. The green ring of Songjiang New City has been
meticulously planned and is already making strides, contributing to a forest
coverage rate of 19.2%. Investing in public services is another core focus.
Songjiang has constructed and expanded 115 schools district-wide since the 13th
Five-Year Plan period. Songjiang Yunjian Foreign Language School Affiliated to
Shanghai International Studies University, Songjiang Experimental School
Affiliated to No.2 High School of East China Normal University, and High School
Affiliated to East China University of Political Science and Law have been put
into use, while efforts are made to speed up the delivery of high-quality
educational resources such as Songjiang New City Campus of Shanghai
Experimental School, School Affiliated to Shanghai Institute of Visual Arts and
Aiju School. Shanghai Songjiang District Central Hospital has been upgraded to
a Grade 3B hospital and
construction has started for Songjiang Institute of the School of Medicine,
Shanghai Jiao Tong University and the new site of the district’s public health center.
The district is determined to cater to the needs of its elderly population,
establishing the Songjiang brand of “Happy Elderly Care,” with Songjiang Social
Welfare Institute ranking first citywide in terms of beds for the elderly. Additionally,
Songjiang has created the largest commercial complex of Vanke INCITY among pure
shopping malls in Shanghai. Emphasizing efforts to explore rural revitalization
for megacities, Songjiang is prioritizing strong agriculture, beautiful
countryside, and prosperous farmers, with the districts ranking the first in
terms of the Agricultural Green Development Index in the country. Also, the
district’s grain yield per mu and green product certification rate have led citywide
for many years. High-quality agricultural products, such as Songjiang rice,
Songlin pork, Cangqiao crystal pears, and Pujiang hairy crabs, have earned
recognition and popularity among Shanghai residents.
